An "unmarked car", which implies LE vehicle, with expired tags? The construction workers took a picture of the expired tag.
Seems a pointless comment made by the police does it not?
As already mentioned this is LE playing CYA and bringing the hammer because someone dare to touch one of their gang members.
So much for accountability.
