They participate - they just don't contribute. Doing the 'back of envelope math,' if they had just 90% compliance they could reduce the fare prices considerably. But instead, the 52% that are paying are footing the bill for the rest.

You didn't need to go to New York City. Metrolink is the textbook example of how public transportation goes wrong. The idea of light rail in the St. Louis area is excellent. The implementation of it was horrible and the operation of it has been even worse.

Public transportation, including busses, trains and subways are systems for for communist losers. Quit enabling losers and shut these systems down!!

Not sure whatever happened to it, but there was a proposal to "help" city residents pay their sales tax and registration fees on vehicles. If we're doing that, why are we funding public transportation?

That was for communist losers as well, only in this case it is for criminals as well since so many of these scofflaws are still driving around with expired tags 2,3, 4 years later. I'm curious if they are insured and also up to date on safety inspections but that's another matter. In theory why do they need a car? After all there is already public transit provided at a loss for these losers, take their cars and make them use it!!

The safety and emissions inspections are scams and should be ended. Safety and emissions inspections were not required in the state I lived in before moving back to Missouri (an inspection was required for a vehicle being 'imported' into the state, but after that there was none). Somehow I was able to breathe the air and somehow wheels weren't flying off of cars on the highway.

Emissions, SMDH. Remember when they made us go to those stupid MO emission testing places back a decade or two? Safety is another story, a wheel flies at me at speed it better kill me otherwise there will be Hell to pay.

If yearly safety inspections were that important then I shouldn't be able to register my car for two years if I pay the state extra.

You have to go thru a pretty substantial turnstile to get on the subway plus some security patrolling, and they have porters collecting fares on all the trains. I'm surprised they claim 48 percent of riders are able to ride without paying. I doubt 4 percent of riders pay to use the STL Metro.

IIRC, the article said the transit authority concentrated most of their enforcement resources on the subways.
