has to be other reasons.
he probably didnt meet the commands DEI standards or some bullshit like that

That's more likely. The real question we should be asking is: who put the scope on backwards? It's entirely possible he was just handed the rifle, put it up to his shoulder and before he could lower it and complain about the scope's position, someone snapped a pic. It's not like he was the one to post the pic to social media.

The guy probably doesn't do a lot of shooting, but I am guessing that he does more shooting than your average marine does commanding a ship. I imagine that he was set up, or the guy that gave him the rifle made a mistake, and the picture was taken before he realized it. Unless your a marine, or your job requires it most sailors don't do a lot of training with firearms. We had to qualify on the weapons we carried twice a year. Basically go out and fire them. I don't remember our Captain or any other officers going with us.

USAF here. I was on something the AF called a “mobility team”, a group in each squadron that was able to deploy on rather short notice. It usually consisted of a drill every few months where we would get a call to report with our travel bag which was opened to ensure we still had everything. We also had rollaway cabinets loaded with tools, spares, etc. About once a year we had to requal on an M-16 and a .45 sidearm. 100 yards for the -16, 25 yards for the .45.
Requal wasn’t that hard, mostly just making sure you didn’t hurt yourself and shot the gun in the generally acceptable direction. No Marine-level riflemen there. But that was long before optics were issued to anyone.
