The article I read, from a local source in El Paso, stated the shots were fired at a National Guardsman patrolling the boarder. Nothing about a cartel war was mentioned in the article.

I have attended a few briefings on border status given by TX DPS officials over the years. This kind of shit happens more frequently than you think. It happened less during Trump's first administration because he gave American LEOs more leeway in fighting back.
