Trump is asking each potential cabinent member and/or appointment to agree to be given their positions via recess appointments. He said that during his last administration, Democrats did their best to delay all of his appointments stalling one position for two years until the next election. Therefore, Trump intends to use the process of recess appointments to fill all positions.
Just wait to hear the bitching and moaning by the left that Trump is a dictator and avoiding Congress' role in the process. JUST WAIT!
Therefore, who was the first President of the United States to use recess appointments to fill positions? George Washington! Hamilton explained in his Federalist papers the need for the ability of the President to have a way to filll positions when the Senate is not in session. Now for the kicker. Obama used this process 32 times. The MSM and the left will ignore that last bit of trivia.

As an FYI, Obama and Biden used this process throughout their administration. The first President of the United States to go overboard using the process was Harry S. Truman. After that, it was game on. While the goal of a recess appointment is to have the Senate vote on these nominations and confirm them somewhere along the lines, most recess appointments in U.S. history were not confirmed by the Senate. I believe approximately 630+ recess appointments have been done in the history of our country and every President but one used them. The only one who didn't was William Henry Harrison who died a month into his presidency.
