EVERY department should have to perform zero-based budgeting with every fiscal year. That means they can no longer say 'We got $1 billion last year so we need an additional 5% this year' and anything less than a 5% increase is a 'cut' to our budget. That's the bullshit that spendthrift congresscritters love to pull. Instead, every department should have to budget started from zero and justify where every dollar they're requesting is going to go and what it will accomplish, or they don't get it. It's a fantastic way to identify unnecessary costs and eliminate budget bloat. |
