This No, this is to give Ukraine leverage in negotiations that Trump will supposedly have with Russia and Ukraine to end the war. Ukraine is trying to hold the Russian territory they captured in the Kursk region. This change in policy helps Ukraine hold the territory. I bet Biden and Trump even discussed this.
